Brownfields
Brownfields refer to properties that are under utilized, or have real or perceived
contamination. Some examples of Brownfield properties include abandoned industrial or
commercial sites, former gas stations or dry cleaner properties and/or vacant land
perceived to be impacted by on-site or off-site sources of contamination. The NJDEP
encourages the redevelopment of Brownfield sites that have been characterized in an effort
to put these properties back on the tax rolls, help create jobs and restore the integrity
and revitalize the communities often stigmatized by these properties.
Envirotactics performs preliminary site assessments and
site investigations on Brownfield sites to effectively characterize the property of any
contamination as a result of historical operations conducted at the site.
Based on the site investigation results, remedial action alternatives and strategies can
be developed to effectively cleanup the property.
Many tax benefits and other financial incentives are offered to
developers interested in the redevelopment of Brownfield sites. Investigations can be
funded through programs offered by the New Jersey Department of Environmental Protection
in conjunction with the Economic Development Authority.
ISRA/ECRA Case Management
In New Jersey, many transfers of industrial properties are subject to the Industrial Site
Recovery Act (ISRA), which was formerly known as ECRA. Change in ownership, sale or change
of operations, and cessation of operations are some of the transactions that are subject
to ISRA. Envirotactics provides all aspects of ISRA case management for Applicability
Determinations, General Information Notifications (GIN), Preliminary Assessment Reports
(PAR), Negative Declaration Affidavits, Site Investigation Reports, and Remedial Action
Reports.
Phase I Environmental Site
Assessments
Companies and financial institutions are concerned about environmental liability when
property is acquired, taken over, or loans provided. In these cases due diligence requires
that a Phase I Environmental Site Assessment (Phase I) be performed. All Phase I's are
performed in accordance with the American Society For Testing And Materials (ASTM)
Standard Practice for Environmental Site Assessments: Phase I Environmental Site
Assessment Process, Designation E 1527.
The Phase I is completed by performing a
site walk-through, reviewing local municipal records, reviewing State and Federal
databases, and investigating historical information to identify any areas of potential
environmental concern. All gathered information is presented in a comprehensive report,
which identifies areas that require additional investigation. All assessments are
performed in a timely manner with strict attention to accuracy.
Transaction Screens
If a full Phase I Environmental Site Assessment is not required, Envirotactics can perform
Transaction Screens according to ASTM Standards or conduct a site
"walk-through". While not providing the full inquiry of a Phase 1, these
practices can provide valuable information and identifies potential liabilities.
